Design guidelines?

Hi,

I was wondering if an official graphical designguide for developing windows
forms exists?

I am looking for some standard guidelines telling me how much space there
should be between eg. an ok button and a cancel button? How much space
should there be between the right side of a cancel button an the containing
form etc.

All these trivial but still very important things needed to develop
applications that fit into the design of windows.
