delivery receipt not received

When I request a Delivery receipt in Outlook 2003, I never receive one.
Help!!!
I need to know that the e-mail I'm sending is beening received. Alos have
the same problem with read receipts.

Most mail severs don't allow delivery receipts outside the domain you are
in. Read receipts require permissions of the recipient.

Recipients have the option of not sending one! if they choose not to, then
there's nothing you can do about it. Also many mail servers don't have this
facility.

I was able to receive delivery receipts a couple of weeks ago but do not
understand why I can't now. None of my setting have been changed.

You don't have to change anything; the mail server settings could have been
changed. Contact your mail admin or ISP to verify this.

I also wish to receive delivery recepts from members of various distribution
groups. A recent one I have set up, has about 20 members. There have been
times when the mail has not reached several of the members. This can be most
disconcerting. I have discovered that those on aol do not appear to receive
the receipt request. Why is this?

Probably because AOL mail servers are not configured to return delivery receipts. Many servers, thank goodness, are not.
