"delivery options" failing to send email

I'm using Outlook2003w/BCM, and wondered if anyone has seen or knows how to
solve problem with using delivery options to set an email to go out at later
time, but then it doesn't go out...

The PC setup I have is simple...a Linksys router, always-on DSL connection,
and 2 PC's on the network. Sometimes Outlook is open, sometimes not. (The
Linksys connection times-out every 10 minutes, but a send/recieve, or IE6,
or anything...restarts the connection)

I wrote 2 emails Tuesday, and entered into "Delivery Options" to deliver
these at 9am Wednesday. (Outlook words it... "do not deliver before 5/25
9am")

Under regular options, Outlook is set to send/receive every 10 minutes, in
both online and offline.

I powered up the PC Wednesday, and the emails just "sat" in the Outbox

I evenually had to "manually" send" these. In the past, I've set something
to "send" later in the same day, and it worked perfectly.

Any ideas?

I believe Outlook must be running at the time the delivery is scheduled to
occur.

I believe Outlook *was* actually running at the (designated) time of
delivery, but even it it was not running, shouldn't it recognize a
pending-email when Outlook is started at a later time, and go ahead and send
it?

What was happening was, the emails just sat dormant in the Outbox... I did
double-check their designated send times to make sure no simple mistakes had
been made like specifying wrong time, or 2006, or something... all ok, no
problems there.

Outbox". I didn't imply from that that you powered it up _before_ the
delivery time.

You'd think so. To tell the truth, I've never done the delayed send, so
while I know generally how it *should* work, I've not observed first hand
how it *does* work. In an Exchange environment, where I use Outlook mostly,
Outlook doesn't have to be running, since the message is on the Exchange
server.
