deleting UNdeletable files

Is there a way (freeware or not) to find the name of a program that is
using a certain file (i.e.when you try to delete temp files and it
says "cannot delete file ------- because it is being used by another"
?

I am trying to remove various temp files and cannot

A tool from SysInternals called Process Explorer will display
handles. The tool has a Split-Pane view. In the top half, it will
show all active processes on the system. If you click on a process
or sub-process, the bottom pane will show all system resources
associated with it. Just scroll through the listing looking for the
File keyword.

Try to run (Start -- Run...):

chkdsk c: /F

(if these files are not on C: drive -- use the actual drive letter
instead).

1. press Ctrl-Alt-Del
2. select task manager
3. select Processes
4. Click @ user name column header to sort processes by user name
5. Highlight some line with some process under your login name
6. Click at "End Process" button
7. When selected process is ended try to delete your TMP file
8. If it was deleted the process is found
9. Otherwise repeat Steps 5,6,7,8

DO NOT DO IT WITH SYSTEM PROCESS.
