Deleting in Registry and Turning off/on System Restore

I've uninstalled a program that always leaves scraps in the registry that
need to be taken out before reinstalling.

Am I supposed to turn off System Restore before I delete the scraps from the
registry?

You should get exact instructions from the creator of the unnamed program you uninstalled for exactly what "scraps" you should remove. Otherwise you proceed at your peril.

Do not turn off System Restore before editing the registry. In fact, you should make a manual restore point before you start.

Hi. I seem to be having a problem starting a new message so I'll try it this
way. As of yesterday all my emails are coming in with a header but the body
of the message is blank. My ISP says it's a XP problem and no patch yet.
HELP.

Also yesterday I wanted to do a system restore and no matter which date I
choose, it can't do a restore. I did have a trojan horse downloader Generic
PTN two days in a row and it looks when it deleted the virus it also deleted
a file in my modem and also in System Volume Information. I figure I can
reinstall the modem but how do I get back the other file? Thanks
 
Yes, I have those instructions, and I do back up the registry, I just didn't
know this particular thing about system restore. Thank You
