deleting files

I am trying to clean up my hard drive by re-organizing a bunch of files and
folders, and deleting unwanted/unnessary stuff. It all concerns data I have
put there myself, not program parts.
If I open a folder with say, graphic images, and turn them into thumbnails,
I can decide there and then to delete the whole folder and it works just fine.
If I open one of the graphic images with a program, then close the image,
AND close the program, then try and delete the folder, I get the error
message that this file is in use by another program, and to close it first.
Heck, I just did!
This is consistent, and I cannot delete the folder till after I reboot.
The 'offending' program does not show as still running in the Windows Task
Manager, I checked for that.
Can anyone tell me if this annoyance is fixable?

The image file is still in use by another program error is caused even
though you CLOSED the app, is called Virtual Memory (Page File) or
in older versions of Windows was called Swap File. The below website
