deleting files on my acer/ windows xp

Hi,
Ijust have a little problem that involves deleting
certain downloaded files the are on my computer. These
file sometimes have multiples stored elsewhere on my
computer and when i try to delete these files i get "this
program is being used by another person o program" and
therefore I cant delete it any possible solutions would
be great as these are taking up valuable space. thanks
guys

wat programs created these files, hit ctrl+alt+delete and check the processes tab for these programs

Boot into safe mode and delete the files.

Deleting in Safe Mode will work but the next time he/she boots,
wouldn't it look for these deleted files and cause error messages?
Would it not be safer to disable them first in MSCONFIG/startup, then
reboot in Safe Mode to delete???

One assumes she knows what she's doing in deleting it. It may or may not
look for it depending on what kind of file and what program was using it.
