Deleted user account files

I accidently deleted a user account and did not save the user files; is it
possible to restore these files from the recycle bin or 3rd party software?

Possibly, but results are best if you immediately stop using hte machine and
host the drive in another system (or in a USB case attached to another
system) to prevent the deleted files from being overwritten. There is
lots of file recovery software available.
