Delete rows if certain data in rows

How do you delete a set of rows from a sheet if values across these row
match, but also the number of rows might be different depending on th
source data from a text file?

Example:

I'm importing a multiple page text file that has a header at the top.
The number of lines in the header differs between files but the firs
line always has the same data and so does the last two lines in th
header. The difference is that there might be different amount o
blank lines between them.

Any suggestions?
