Delete Restore Files?

Hello all. I have turned off System Restore, but it is still taking up
3.17GB of hard drive (D:). Can I simply delete all the files on the restore
drive, and use the drive for my own, other purposes? I do not intend to use
restore again.

I have done that, and the System Restore drive (D:) remains the same size
(3.17GB), with all files seemimgly intact. Can I just delete them all?
Also, when I try to format that drive, it reads the entire 80GB drive. I am
worried if I format it, it will actually reformat my entire drive.
