Delete folders in Windows directory?

Can I safely delete all the folders in the Windows directory that are
named "$NtUninstallQ828026$" etc etc. These appear to be left by the
service pack installation(?)

You can if you never want to uninstall any Service Packs or Patches they
were put there by..
