Delegation of a domain without permissions to modify other admins

Hello i want to know if its possible and how to do the
following:
i have the following AD structure one parent domain and
thirty child domains, i want to delegate the
administration of one or more of the child domains to a
person who can have rights of the administration of
accounts, printers,etc or all thouse on the child domain,
the only thing that he cannot do is to create or modify no
one administrator on this domain.
