Delegation issue

I am setting up an OU to let our help desk administrate
groups users and computers. I have created a child ou for
testing within their production ou. Only one group from
the Help Desk should have rights to move objects to the
test ou. I have configured the OU's so that the group can
move objects to the child ou, but once in the child ou the
group cannot move them back. I have tried "this object
only" rights on both the parent and child OU's. Can anyone
help.
