Delegating Control to add computers

What permissions are necessary to add computers to the domain? I have a
domain group that I've given permissions to add computers in the default
computers container, but users in that group still cannot add PCs to the
domain. They get an "Access Denied" error.

Any help is greatly appreciated.

I would also like to delegate the ability to re-name computers to a specific
group of users. What ACE(s) do I need to configure to give permission to
rename a computer??
