Delegate privileges to call "Replicate Now" (force immediate intrasite synchronization)

Is it possible to delegate privileges to users to call "Replicate Now"
although they are no domain admins? (They are just admins for a
special AD OU).
Sometimes this would come quite handy because otherwise, having made
AD changes we would have to wait up to 30 Min. for the periodical AD
replication.

You should check out the AD Delegation White Paper on the MS Download site.

However, the proper answer is probably to work on your topology and make sure it
is configured properly. There are also various tweaks that can be done to speed
it up but it will cost you in replication bandwidth.
