Delegate DHCP Server activation permission

I am rolling out W2K to 9 factories in 5 countries. Up until the rollout each site was autonomous in their own NT4 domain.

Under windows 2000 each domain has become an ou with control of delegated to a local administrator

I want these administrators to be able to authorise a DHCP server but don’t want to give them the enterprise admin account password

When I go through the delegation wizard I cannot see an option to do this

Can anyone help

I used this "solution":
I put the "local administartor" in the DHCP admin group.

I have a question:
In my company I have 7 plant in 4 country, and i want that each "local
administrator" can "manage" only the DHCP of his plant!
How ca i do this??
