Delayed write on start-up

After updating video drivers for an ATI 9600 card I'm
getting 'delayed write failed' errors on start-up, before
I select myself as the user. The computer boots to safe
mode with networking no problem.
I have removed all the video drivers and software (except
for two that can't be removed in safe mode). The video
card adapter is 'unavailable' in safe mode and the device
manager list recognizes that it is a ATI 9600. In safe
mode everything checks out fine. A normal boot runs
chkdsk and has delayed write failures.

I tried msconfig and turned off services and startup items
but no joy.

Is there a windows repair function?

As a follow up. Pulling the video card and re-installing
the old one resolved the problem. Points to a driver
problem, but I don't know how to resolve.

May try agian with a new/different card to see if it was
hardware.

To answer my own question--yes there is, but you have to
boot to the XP CD
