Outlook 2003 - Exchange 2003
I have two users who sit right next to each other, but one receives
e-mail (mostly internal e-mail) about 20-30 seconds quicker than the
other person.
A whole 20-30 seconds? I wish my job was so uneventful that I would even
care about figuring that out.

Replace the network cable on the machine runnign slow. Seriously. You'd be
amazed what I've fixed by simply replacing a network cable.
Check for any firewall/a-v software running on the 'slower' machine.
Try plugging *your* computer into that other machine's net-tap. Do you get
mail slow too? Try swapping the net-taps of these two people.
Are they on the same Exchange server?
Lastly, try taking up golf or world of warcraft. It'd be far more enjoyable
then trying to figure out a 20-30*second* mail slowness issue. Yes,
seriously. If it was 20-30 *minutes*, ok, that's severe. But, honestly,
I've had a laptop and a desktop plugged into the same hub on my desk and
seen a whole minutes difference between notifications. It's all just udp
packets.
