It may not be a running problem. It may be a dirty disk problem. You
should run chkdsk, then try defragging again with the fix option enabled
(which may require a reboot).
If after running chkdsk you still have the problem, the next most likely
suspect is any real-time security scanning software, such as your antivirus
program. Disable its real time scanning, run defrag, then re-enable it.
Ditto for any real-time antispyware or anti-adware program, if you are
running one.
What option did you choose when starting Disk Defragmenter? Analyse or
Defragment? If you choose analyse you will need to choose Defragment to
defragment. If you choose Defragment then it still analyses and then
there can be period before the defragmentation starts. The status bar
can show nothing at the beginning of defragmentation process and then it
will appear.
You sometimes just have to be patient.
