Defrag Problems

I'm trying to Defragment my C: Drive, but during analysis (about 97% through)
a window pops up saying 'The scan has been cancelled because of an error in
file C:\Recycled\Dc38.pf'. Also, my recycle bin appears to have something in
it from the desktop, but when you open it, nothing appears. When you select
'Empty Recycle Bin', a window pops up asking 'Are You sure you want to delete
'WINDOWS'

Does anyone have a clue how to:
A)Restore the WINDOWS object in the Recycling Bin?
B)Fix the error keeping me from defragment my computer?
