Defrag does not do anything; will not start in safe mode

Win2K SBS.

Working on a Veritas open file option error (can't get quiet time). One
suggested solution is to defrag server HD.

The defrag appears to run just fine, but the analysis is the same after as
before. Defrag analysis shows 17%, before AND after defrag.

I tried booting to safe mode w/networking to run it there, but the server
came up in regular mode.

Any ideas? Is this likely one problem or two?
 
Have you run chkdsk (no params) to see if probs?
Have you tried a better defragger than the built-in (PerfectDisk etc)?
 
No to both - will try them.
