Defrag & Disc Cleaner

I suddenly lost the ability to do the disc clean and defrag
and I don't know why. I have tried several things to
correct the problem and am unsuccessful to date. I have
tried the recomended troubleshooting for the scheduled
maintenance for the password and several methods.
Does anyone have any idea how I can correct this?
