Default protect on 2nd hard disk?

My configuration is Win XP SP2 using simple file sharing and welcome
screen. The system was generated with a single hard disk. I recently
added a second hard disk. Both the first and second disks were formatted
as NTFS. As administrator I moved some files to the second disk. I then
noted that a limited user account could access those files. In other
words, the hard disk acted like a removable disk. Could someone explain
to me the protection rules for first hard disk vs. second hard disk vs.
removable storage.

all user created directories have a default ACL control.

as administrator, change the access control list at the top of the directory
tree (even the root directory on the second hard drive) to the ACLs you
desire.
You can effectively hide directories and partitions from unpriveledged users.

Thank you for the pointers. I pretty much understand how to change
permissions. However, my surprise was the permissions attached by
default. I assumed that files created on a hard disk would reflect the
permissions of the creator. That seems to be the case on the first (C)
disk but different on a second one. That is why I ask for an explanation
of the "rules". I want to be able to correctly predict behavior.
