How do I specify Outlook Express as my default mail
server in Windows XP?

Well, you can't, considering that OE is not a server app like Exchange
Server is. It's a client.
 
Make OE the default Mail *Client*

Have MailTo links in IE open OE

Have Links in an email open in IE
http://www.oehelp.com/ielnk.aspx
