How do I turn off the Preview Pane by default in Outlook 2002?

I have it turned off for my existing folders, but each time I create a new
folder, it defaults to the "Normal" view, which includes a Preview Pane.

I tried going to View > Customize Current View > Define Views, where there
are a variety of views I can modify. However, "Normal" is not one of them.

You can modify your Outlook shortcut for this by adding /nopreview behind
it.
