Default file view: how to set?

I used to be able to do this in XP but don't know the technique in
Vista: how can I set things up so that when ever I open a folder, I
always get the view in "details" and the columns are the exact widths
I specify? Currently I have to click the view options to choose
"details" , then drag columns to read file names and then I have to
click on "date modified" to view most recently edited files.

I hope I've explained this right. Thanks in advance for advice.

And another fix I had sorted in XP but need help with in Vista: when
clicking on "insert file" in Word, how can I set the default source
folder to be something other than "my pictures"?
 
You must do this in a sub-folder, not the root folder. Vista does not treat
root folders and sub-folders the same way. Arrange the explorer view the way
you want, then...

Click Tools | Folder Options | View tab
Click the "Apply to folders" button, then the OK button
Hold down the Ctrl key and click the explorer close button (upper right)

That last step will set this as the default view for any new folders you
create.

THanks for replying. Perhaps I am being a bit blonde, but when I am in
a sub-folder I don't have a tools tab. At the top left are three
buttons only: organise, views and burn. None has a view options tab.
