Default fields in Create New Contact window

I would like to change the default windows in the Create New Contact window of Outlook. I don't like having to go through each and every field when I only use a few. For example under Phone Numbers the first field is Business with a drop down arrow. I can choose Home but I don't want to have to do that each time I save an new contact. Is there a way to change the default settings for this window?

Tools->Forms->Design a form->Select Contacts.

And then what? How do you save the new design to be used as the default form?
i am trying to simply change the order of the phone numbers; ie business
phone then business fax, then mobile etc. Is creating a new form going to
accomplish this? or is there an easier way in outlook 2003?
