default enable for firewall?

I enabled the XP Firewall (thru control panel, network
connections, properties, advanced, etc)... but I have
noticed that once I have disconnected from the internet,
the firewall is no longer connected. Is this right? so
each time I do a (dial-up) connection, I need to enable
the firewall first? Or, can I (HOW?) make that the
default

(i do not use AOL)

Once you have the firewall enabled, it should stay that way each
time you reconnect.
