Default e-mail application per-user

I'm trying to set a default e-mail application per-user. I understand
there's a small app called DefaultMail and the latest version is 2.2. Is
there anywhere I can download this, because it seems the author's website
(http://windowsxp.mvps.org/defaultmail.htm) is down.

If there is a newer-than-2.2 version, then even better.

Have you considered Outlook Express?
Each Windows User has his/her own data store. If you want different mail
users on the same Windows User you can use different identities in OE.
 
No, this is entirely different, I'm looking to set default e-mail
applications per user (e.g. Outlook is default for one user, Outlook Express
is default for another).

This Microsoft Support document
(http://support.microsoft.com/default.aspx?scid=kb;EN-US;315240) says that
it can't be done, but doing a quick search on Google seems to suggest it can
by adding in the relevant keys in HKCU (as opposed to doing it in HKLM).
The DefaultMail app (by an MVP) apparently does all this for you (checked
the Google cache) so was wondering if anyone had the binary (seeing as the
website is down).
