Default Date Format

Currently when I use the (CTRL-SHFT-#) keyboard shortcut on a number in Excel
2003, it formats it as dd-mmm-yy. Is there a way to change that format? If
so, where do I need to go to do it?

Start > Control Panel > Regional and Language Options > Regional Options >
Customize > Date > Short date format

The Regional & Language Dialog box in control Panel has the short date as
(mm/dd/yyyy), 10/9/2006 So it would seem that something else is controlling
the Excel (CTROL-SHFT-#) which is still showing it as 9-Oct-06
