Default Code Page for Import

Anyone know of a way to change the default code page for the
import wizard so I don't have to manually change it each time I import
a file?

I'm looking for an Access setting or a registry change that will accomplish this.

Have you tried using Import Specifications? You can save your import and
then use the specifications through macros or code to automatically import in
the way you designated previously. Click on the Advance button when going
through the wizard or save at the end.
