Default Browser dialog incident

There was an incident several years ago on my friend's computer in that
it kept popping up that dialog about the default browser over and over
again, whenever we clicked on a link. It wouldn't stop even though we
checked the box to stop asking that. We had also unchecked the box in
Internet Options to not ask that. It only happened a few times in a
few years. I never could understand what happened.
