Can Access be used as a decision support system. For example I want to build
a system that will tell a receptionist what to say based on a combination of
facts given to her by a caller.

Most probably. You will have to build it, though: out-of-the-box, Access
isn't a decision support system.

Depending on your needs, it could be as simple as picking a category from a
combo box, which limits what appears in the next combo box. Pick a question
from that next combo box, and keep going until you've got the answer you
want.

How do you limit the choices in the second combo box based on first box?

You either have the 2nd combo box based on a query that uses the 1st combo
box as a parameter, or you use VBA code as is illustrated in
