Decimal Numbers typed into Excel 2003 read as whole numbers

Good Thursday Afternoon,

When I type a decimal value into a cell in an Excel 2003 spreadsheet the
formula bar shows the value as a whole number ( not a decimal ) even though
the cell shows a decimal. Worse, calculations are preformed with the whole
number. I have tried changing cell formatting to General, Number and even
Custom but the value is still read as a whole number, not the decimal I typed
in. Any thoughts or help by those wiser than I would be appreciated.

Are your Windows/Control Panel/Regional Settings using the same decimal
separator as you are using when you type into Excel?

If not, that may be the problem.
