Deactivate and reactivate

Could some one please tell me what will happen if I
deactivate and then reactivate a 2000 Terminal server
 
You are mixing your metaphores here ;-)

You can either uninstall and reinstall the Terminal Services or
deactivate and reactivate the TS Licensing Service.

Assuming it is the latter you want to do, check:

If you deactive it, then people will no longer be able to
connect to it. If that server also was housing the TS
license service, then other terminal servers will not
longer be able to correctly verify that the clients are
licensed.
