DCPROMO Fails During Forcing Time Synch

I am trying to run dcpromo on a member server across a VPN, and the process
fails during the Forcing Time Synch process. The dcpromoui contains the
following , and it is repeated several times:

dcpromoui t:0x434 00792 OperationStatus : 0x0
dcpromoui t:0x434 00793 Forcing a time synch with \\domain.com

The link between offices is not that slow (384K) and I was able to add the
member server to the domain via the VPN. One thing I did notice is that if I
execute 'net time' on the remote server it takes about 20 seconds for a
response, however it does indicate that it is synched with the domain
controller. Another thing worth mentioning, while the dcpromo is in process,
and the 'Forcing Time Synch' status message is on the screen, if I try 'net
time' I get no response at all.

Eventually dcpromo fails with an error message indicating that the network
is no longer available.

Any idea's why this would be happening, and how to resolve it, or
troubleshoot it further?
