Dcount with Text

I would like to use the something like the database count function DCOUNT to
count the number of cells with specific text.

For instance, in a database of schools, how many schools have electricity
with the options being "HAVE" and "DOESN'T HAVE".

I know I could manually add a column with 1s or 0s to achieve this, but is
there away to do this with text??
