DCOM or COM+ serious malfunction

I am having a lot of problems with a Windows XPP laptop, which is not part
of any domain. The symptoms are well described in:

Systems that have changed the default Access Control List permissions on the
%windir%\registration directory may experience various problems after you
install the Microsoft Security Bulletin MS05-051 for COM+ and MS DTC

Most of what's listed there describes the problems. See the MORE
INFORMATION section.

The system event log shows a DCOM errors such as:
The server {A1F4E726-8CF1-11D1-BF92-0060081ED811} did not register with DCOM
within the required timeout.

The problem is that the site I mention does not say what to do with WXPP to
resolve the problem. ACLs apparently aren't handles the same in XP and the
Sharing tab in the Registration Properties property sheet says "All the
options on this tab are disabled because this folder is used by the operating
system."

The system has worked well. I am not sure what caused this problem.

I am going to have to rebuild this system from scratch if I can't find a
solution. Some of the things I have read imply I may have no other choice.

You might try booting into Safe Mode to set the permissions and for XP Pro
you need to disable simple file sharing to see the security tab by going to
Windows Explorer and selecting tools/folder options - view and unchecking
the last option for use simple file sharing.

thank you very much for your suggestion. I was planning to try in safe
mode, but wouldn't have unchecked simple file sharing.

the good news is that once I was in safe mode, I was able to follow the
instructions in the bulletin, but the bad news is that I still have the
problems.

when I got to this instruction:
2. Expand Computer Configuration, expand Windows Settings, expand Security
Settings, expand Local Policies, and then expand User Rights Assignment.

I got this message box:
Security Templates
The Group Policy security settings that apply to this machine could not be
determined. The error returned when trying to retrieve these settings from
the local security policy database (#windir%\security\database\secedit.sdb)
was: The parameter is incorrect.
All local security settings will be displayed, but no indication will be
given as to whether or not a given security setting is defined by Group
Policy.
Any local security setting modified thought this User Interface may
subsequently be overriden by domain-level policies.

I didn't find anything wrong once I continued and looked at the next
instructions.

I will list some errors again:

two typical errors from the application log:

The COM+ Event System detected a bad return code during its internal
processing. HRESULT was 80040154 from line 44 of
d:\qxp_slp\com\com1x\src\events\tier1\eventsystemobj.cpp. This may indicate
that the COM+ Event System is not properly installed. Please try
reinstalling the COM+ Event System.

The run-time environment has detected an inconsistency in its internal
state. This indicates a potential instability in the process that could be
caused by the custom components running in the COM+ application, the
components they make use of, or other factors. Error in
d:\qxp_slp\com\com1x\src\comsvcs\package\cpackage.cpp(1184), hr = 8000ffff:
InitEventCollector failed


the system log includes many DCOM errors similar to:

The server {03E0E6C2-363B-11D3-B536-00902771A435} did not register with DCOM
within the required timeout.


Any ideas?
