DC Hardware failure - unable to remove server from AD

I have an AD that origionally (about 6 months ago) had 2 domain controllers.
a few months back we added a third DC and one of our previous DC's died
(hardware failure) and we were unable to run dcpromo and demote the DC. We
now get the below error in our event logs. How do I manually remove the
failed DC from the active directory? Should I build another PC, rename it to
the same name as the failed dc, promote it to a dc with dcpromo and then
demote it? Is that even possible? is there an easier way to do
