DC Fails - does not default to next DC - Users cannot login

We occaisionally have DC's on our network that fail. When one does
fail, users have issues logging into the domain. In fact they can not
login until I replace the DC at their site.

Question:
When a DC fails, it was my understanding that by default the user
logging in would get authenticated by the next (neareast) working DC on
the network. Being a beginner on this type of network, can anyone
explain to me what could be wrong with the setup? Am I wrong in
thinking that the authentication defaults to teh next DC? Thanks

Clients try to find DCs in their site and when the clients cannot find any
they will try to find DCs in the domain.
Besides the need for the DC, clients also need:
* GCs (to enumerate universal group memberships
* DNS to be able to find DCs and GCs
