Can i change the calendar day view to only show 8:00am to 5:00pm

Also can I create calanders in the public folders for people to share and
can I set different access rights to them

1. no. But if your outlook is configured correctly, it will default to show
the start of your work day - you'll need to scroll up to see earlier hours
and how much you see at the end is based on your screen resolution and time
scale setting.

Yes, you can set permissions on public folder calendars to prevent people
from seeing them.
