How can I enable my datetimepicker from the toolbox?

What do you mean enable? There is no DateTimePicker out of the box... There
are a number of free one around including one from the openetcf:

Also, The .NET Framework 2.0 includes a DateTimePicker control and is
available in Visual Studio 2005. You can get a copy of the Beta 1
version at: http://lab.msdn.microsoft.com/vs2005/

you can download a Microsoft .NET Compact Framework-based
DateTimePicker Control with a sample program to test and evaluate. If
you know how to include units in your code it's rather simple to use
the control in your programs.
