Is is possible to for someone other than the creator of a document to change
the date created? The document properties always show the same date created
regardless of the number of times opened or whose computer it was opened on.

The only way to change the CreateDate is to Save As.

It is possible to change the existing file creation date
through the use of
- Save as Web Page versions of Word web documents
- Through the Word Script Editor (Alt+F11)
(although these may change a different 'create date' property)
- Through the use of using File=>Save As to a new file name
with the Windows clock set to the time and date you choose
and then renaming the new file to that of the old one,
or
- by using one of the numerous file date change utilities such as
http://www.febooti.com/products/filetweak/
