Date and Time won't change

had a power outage a month or so ago and when I got the computer back on the
time had stopped at 5am I'm guessing the time the poswer outage occurred. I
have tried resetting the time and date but the time just repeats the same
hour over and over again and the date never changes. I have to manually
change the date on the computer to keep the date current. Where do I start
to fix this?
