Date and Time properties issue.

When I double click on the time in the Windows XP tray, the Date and
Time Properties dialog comes up. However, the ``Internet Time'' tab is
missing; there are only two tabs: Date & Time and Time Zone.

The machine is synchronizing its clock with some horribly inaccurate
time server, and because this dialog is missing, the synchronization
can't be turned off. I played with some registry settings, but they
didn't work.

Whenever I adjust the clock, within minutes, it jumps back to the
inexact time.

What can be done to bring back the missing dialog? Is there some
registry value?

Tell your network administrator to set the time on the
server. The dos command to do this is net time /setsntp:
(timeservername).

That part I figured out; I stopped the time service.
What can be done to bring back the missing dialog? Is there some
registry value?

Found out that when you are on a domain, this part of the GUI just
goes away (as opposed to being disabled with an explanation!)

If you are connected into a domain based network, the time setting is
taken over by the domain server - all you can then do is complain loudly
to the net administrator
