date and time clock

I have some internet control software that limits the hours the internet can
be used. It is easily defeated by resetting the clock in the taskbar. Is
there any way to block access to the clock?
 
By default a non-administrator can't change the system time anyway. If you're running XP Pro, you can also specify what Groups and/or Users can change the system time in the Group Policy Editor.
