There's a "Do not cache thumbnails" checkbox on the advanced settings
section of the View tab under Folder Options dialog. You can get there in
explorer from the Tools menu. Explorer will stop creating thumbs.db files
and will recreate the image thumbnail every time you open a folder in
thumbnail view.
They are there to cache the Thumbnails generated if you look at a folder
in Thumbnail view, so as to speed up opening it subsequently. You *can*
turn this off in Folder Options - View, check 'do not cache thumbnails',
but opening folders in this view will then be a lot slower
