database access

I am working on a project from a Course Technology text
involving accesing a MS Access database using a web form.
When I run the application, the following error message is
generated: "Server Error: Cannot open the database. It is
already opened exclusively by another user, or you need
permission to view its data." Has anyone out there
experienced the same problem? Thanks for any assistance.
