I have created a list of dates to validate for a drop down menu... no blanks
in the list... yet when I unclick the ignore blank, it still allows the entry
to proceed when blank. Any ideas?

when you first set this up, there is a blank, and it allows that
blank. but once you've selected another value, and then you go to
choose a third value (from this list that has no blanks in it), but
instead don't choose another value but try to backspace to make a
blank, it won't let you.
hope this helps.

although i see if you right-click & "clear contents", it allows
that.........
i don't know how to make it absolutely fool-proof.

I think you misunderstand the purpose of "ignore blanks"

From Help

Blank Cells in Source List

If the source list is a named range that contains blank cells, users may be able
to type any entry, without receiving an error message. To prevent this:

Select the cell that contains a data validation list
Choose Data|Validation
On the Settings tab, remove the check mark from the Ignore blank box.
Click OK
Note: If the source list contains blank cells, and is a range address, e.g.
$A$1:$A$10, it will block invalid entries with Ignore blank on or off.
