Data Collection Policy

I keep getting a pop-up request for data collection
using Internet Explorer 6 and Yahoo.com as a browser.
It looks authentic from Microsoft.
Anyone have a answer as to why this is happening and
how can I stop it?

is this windows messenger (not instant messenger) ?
disable in the services and run a firewall.
and check for spyware with spybot safer-networking.org
and update and scan for spyware.
